“Human rights defenders, as well as lesbian, gay, bisexual, transgender and intersex people, are the biggest victims of shrinking civil, political and social space in Uganda, with the government using new legislation and draconian measures to silence these groups”, said Sarah Jackson, Amnesty International’s Deputy Regional Director.

The Anti-Homosexuality Act imposes penalties as high as life imprisonment for people engaging in consensual same-sex sexual activity, and contravenes the rights guaranteed in Uganda’s Constitution and in regional and international human rights mechanisms which Uganda is a party to, including…

Instead of standing on the side of freedom, justice, and equal rights for its people, today, regrettably, Ugandan President Museveni took Uganda a step backward by signing into law legislation criminalizing homosexuality.  As President Obama has said, this law is more than an affront and a danger to the gay community in Uganda, it reflects poorly on the country’s commitment to protecting the human rights of its people and will undermine public health, including efforts to fight HIV/AIDS.  We will continue to urge the Ugandan government to repeal this abhorrent law and to advocate for the protection of the universal human rights of LGBT persons in Uganda and around the world.

This is a tragic day for Uganda and for all who care about the cause of human rights. Ultimately, the only answer is repeal of this law.

The United States is deeply disappointed in the enactment of the Anti-Homosexuality Bill in Uganda. For the four years since the bill was introduced, we have been crystal clear that it blatantly violates human rights obligations that Uganda’s Human Rights Commission itself has recognized are enshrined in Uganda’s Constitution

Today’s signing threatens a dangerous slide backward in Uganda’s commitment to protecting the human rights of its people and a serious threat to the LGBT community in Uganda.

We are also deeply concerned about the law’s potential to set back public health efforts in Uganda, including those to address HIV/AIDS, which must be conducted in a non-discriminatory manner in order to be effective.

Those who read my posts and visit “It Is What It Is” know that generally the tone of this “spot” is nice, loving, kind hearted, positive, Nature and Spirituality related, medical topics and some controversial posts and reblogs.

Today I’m having a difficult time keeping that lighthearted overall feel. 

As I stated before, today is a sad day for me. I can not understand the hatred, discrimination, violence, persecution, destruction, abuse, killing that is filling up our world.

Where is the love? Where is Peace? Where is our concern about humankind? Where is our concern about the environment and our planet? Where is our equality?

I have allowed reality to come into my “spot”. Today there is no way to get around it or away from it.

There’s negativity, prejudice, discrimination, violence, death in this post. I have allowed all of this to come in here today.

The reason for this is that I know about human beings who are suffering and are at great risk of losing their lives because of the bigotry of their elected officials, the ignorance and mob mentality of their country men and the meddling of some American evangelists.

I can not stay quiet when this is happening. Even if it’s at the other side of the world, even if it doesn’t have anything to do with me directly.

The African nation of Uganda has introduced some of the harshest anti-gay laws in the world.
What role has your tax dollars played in supporting the one-man rule in there? How have US evangelists help to foment anti-gay hatred?

Uganda, the self-designated “the Pearl of Africa” is by many analysts’ reckoning, a failed state. Thirty three percent of the population do not have access to safe water and 52% of people are without sanitation. Infant mortality stands at 130 in 1,000, and 26,000 children under the age of five die every year die from diarrheal diseases.

There’s also the raging AIDS epidemic, which has reportedly killed somewhere between 52,000 – 81,000 and has orphaned around 1 million children.

Altogether a hard sell for the Ugandan Minister of Tourism.

But if one is looking for a bright side, then Uganda’s human rights record isn’t it.
And there is no better proof that the African country is failing by how much its government respects the human rights of all its citizens.

Amnesty International, in its most recent report on Ugandan human rights record, cites abuses to freedom of expression and freedom of assembly as commonplace.  Despite investigations by the Uganda Human Rights Commission on accusations of torture by police, “no action was taken to hold law enforcement officials responsible for human rights violations to account, or to grant victims and their families an effective remedy.”

The most significant of the institution’s functions, is to pass laws which will provide good governance in the country. The government ministers are bound to answer to the people’s representatives on the floor of the house.Through the various parliamentary committees, parliament scrutinizes government programs, particularly as outlined in the State of the Nation Address by the President. The fiscal issues of the government, such as, taxation and loans need the sanction of the parliament, after appropriate debate.

The Ugandan Parliament comprises 215 Constituency Representatives, 79 District Woman Representatives, 10 Uganda People’s Defense Forces Representatives, 5 Representatives of the Youth, 5 Representatives of Persons with Disabilities, 5 Representatives of Workers, and 13 ex officio Members. After the 2005 Referendum, the composition of parliament has changed.

KAMPALA (Reuters) – Ugandan President Yoweri Museveni signed a controversial anti-homosexuality bill, on Monday February 24, 2014, which Western countries have criticized and tried to stop from being signed into law, a Ugandan government spokesman said.

Homosexuality is taboo in African countries and illegal in 37.

Few Africans are openly gay, as they fear imprisonment, violence and loss of their jobs.“The president is signing the anti-homosexuality bill today at 11 (0800 GMT).

He wants to sign it with the full witness of the international media to demonstrate Uganda’s independence in the face of Western pressure and provocation,” Ugandan Government spokesman Ofwono Opondo told Reuters.

Museveni’s decision to sign the bill comes less than a week since he announced plans to put the bill on hold to give scientists a chance to prove that homosexuality could be triggered by genes and is not a “lifestyle choice”.

Museveni’s announcement to delay the bill was seen as an attempt to appease the major aid donor United States, coming only days after President Barack Obama warned that the bill would complicate U.S. relations with Uganda.

Uganda is a key Western ally in the fight against Islamic extremism in Somalia where Ugandan troops have formed the backbone of the African Union peacekeeping force battling al Qaeda-aligned militants.

Obama’s comment that the anti-gay bill is a “step backward for all Ugandans” has been disputed by Ugandan officials who say the United States is blackmailing the east African country which gets about $400 million annually in aid from Washington.
