This impressive document offered a detailed 25-point program, largely centered around the economy of Puerto Rico.
It emphasized Puerto Rican ownership and autonomy over land use, manufacturing, public works, and infrastructure construction (highways, bridges, reservoirs, airports).
It noted that in 1948, Puerto Rico would be able to elect “its own” governor.
