Puerto Rico is officially in a “state of emergency,” declared on August 12 by the Obama administration, because of the Zika virus.
As noted by the New York Times, many island residents believe the “threat from Zika” is exaggerated.
The Times also reported that “it was not clear if the declaration would have much effect.”

However, one effect that it will have, is to hurt the tourism industry in Puerto Rico.
It is difficult to imagine Puerto Rico as a “preferred” vacation spot, when the US has declared the entire island to be suffering from a “public health emergency.”
