It Is What It Is 
My two cents: If indeed Mike needs rules, it might be so that Mike lacks the build-in integrity and lacks the understanding of boundaries of a professional, friendship, and intimate relationship.
I guess that Mike went in the wrong in the past and these rules are “helping” him to stay straight. PUN SO INTENDED!!!
