Privatization and austerity are hitting a country rooted in systemic inequality

SHOCK DOCTRINE

This process was applied to Puerto Rico, my country, a long time ago.

It was progressing at a mostly unnoticed pace by those Puerto Ricans who weren’t ‘woke’ yet. There was a ‘hint’ of this process when the PROMESA Bill was signed into law.

The Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA) is a US federal law that established an oversight board, a process for restructuring debt, and expedited procedures for approving critical infrastructure projects in order to combat the Puerto Rican government-debt crisis.

~The Shock Doctrine~
The strategy by the world’s economic elites of imposing an extremely neoliberal economic regime on communities they control, using some form of shock: a natural disaster, a coup d’etat, a war, a financial crisis, etc.

Once the community has been crippled by this first shock, the economic “reforms” are imposed suddenly, creating a secondary blow.

Then, as the community begins to recover and fight back, the authorities use torture and police brutality to literally shock the community a third time.

I have family in Puerto Rico.

I haven’t been able to contact all of them but slowly news are coming out.

My cousin Inés lives in the metro, San Juan area.

She wrote a message to the leader of the United States.

I think she specifies, word by word, what has been happening with Puerto Rico due to Hurricane María and to many events which took place before the devastating hurricane.

There are plenty of reasons why Puerto Rico is in the situation it is.

The hand of the mighty, imperialistic U.S. of A. can be seen everywhere.

Yes, Mr. President, you are absolutely right, infrastructure was not in very good shape to begin with.

(I think those were your precise words!)

María has put it bluntly.

There are no materials and no money to invest in infrastructure. A much reduced work force, 30k government employees fired with Law 7 many who worked for water and electricity. Forced or suggested early retirement for many thousands. Massive migration. Yes, that poor little Caribbean Island where you built and then declared bankrupt your mini golf playground.

Meanwhile our retirement plans collapsed and our elders have to spend their little money on your lover-priced pharmaceutical products.

Our University in peril of imminent collapse and our working students enslaved by your $4.25 hour wage law.

By any chance, are you trying to strangle us?

Your 3.5 million brown skin, second class citizens that consume all your Walmart goods and make you want to dance Despacito?

Oh we’re good, because we take abuse submissively!

And then more, we give your dollar abundant Americanos the most beautifully attractive tax incentives to come and live in this exuberant island, little by little displace our city population and buy cheap property from desperate Boricuas. A trip to Supermax will clearly show the growth of this blond population.

Ah, such an amazing paradise, a fiscal paradise for your rich!

Mr. President, you and your abuses and your imperialistic, racist government are responsible for every single life lost, for every single fallen tree, for every coffee bean that will not feed a family any time soon.

I truly hope you don’t try to claim your debt anymore.

Every cent must go to our reconstruction.

 In San Juan’s historic center there is a giant colonial door bearing an image of the Puerto Rican flag.

Known appropriately as “La Puerta de la Bandera,” the mural boldly asserts its presence from the side of an abandoned historical building on a busy commercial strip, where on any given day a gaggle of tourists flashing peace signs can be found taking turns at photos.

Since it was first painted by local artist Rosenda Álvarez four years ago with permission from the building’s owner, La Puerta has emerged as an emblematic fixture of Old San Juan and a symbol of national identity.

Several weeks ago, surprised visitors and residents of San Juan were greeted by a somber black-and-white re-imagining of the island’s beloved red, white, and blue bandera.

While Álvarez’s latest work seems to evoke a mood of patriotic mourning, Boricuas might also recognize parallels with the defunct Puerto Rican Nationalist Party’s spare black-and-white cross.

For his part, the building’s owner was originally unaware of the changes, but he has since expressed his full support for Álvarez’s decision. The general public, however, was more divided, with some even trying to mobilize fellow islanders to repaint the flag.

What does the new law do?
The new law is called the Puerto Rico Oversight, Management, and Economic Stability Act — PROMESA, for short.

It creates an oversight board tasked with resolving the island’s crisis by negotiating with Puerto Rico’s creditors –- the bondholders — and the Puerto Rican government to “restructure” the debt.

That might mean allowing Puerto Rico to pay back it back over a longer period of time and convincing creditors to forgive some of what they’re owed.

Greece may have overcome a major hurdle in fixing its economy, but Puerto Rico faces a more complicated obstacle to managing its crippling debt:

its murky status as a US territory.

“If Puerto Rico were a state, there wouldn’t be any question about it,” Jeffrey Farrow, a former adviser on Puerto Rico policy to President Bill Clinton, said of the island’s mounting debt crisis.

“If it were a nation, it wouldn’t have to worry about US federal rules, and then it could try to develop its own economy.”

 But Puerto Rico is neither a state nor a country.

It’s technically a commonwealth, a status given to it in 1950 by the US government, which allowed it to draft a constitution and elect its own officials.

But even its commonwealth status is unique.

Virginia, Massachusetts, Pennsylvania, and Kentucky are all commonwealths, but they have the full power of states. That’s not the case for this island of 3.6 million, which is, essentially, a colony, subject to the full control of the US Congress. The nature of its relationship with the federal government has left it with few options as it grapples with $72 billion in outstanding obligations that its governor, Alejandro García Padilla, says is “not payable.”

The crisis pits Puerto Rico’s creditors – including hedge funds, large US banks, and smaller investors – against the island’s public workers, with each side trying to avoid absorbing the inevitable losses. A July 14 report from the Puerto Rican investigative journalism outlet Centro de Periodismo – reprinted in English via Latino Rebels – suggests that since 2013, hedge funds have been particularly active in trying to manipulate the debt crisis to their advantage.
